What is CELBAN?

The CELBAN is a specially designed test to assess the English language proficiency of internationally educated nurses whose first language is not English. The CELBAN has been developed with the support of 50 nursing profession stakeholders, and is based on an analysis of the language demands of the nursing profession across Canada.

What language skills does CELBAN test?

The CELBAN assesses language proficiency in the four skills of Speaking, Listening, Reading and Writing. Scores are reported as Canadian Language Benchmark Levels.

Are the results of CELBAN official?

Yes, the CELBAN is now recognized by the College of Nurses of Ontario (CNO). The CNO represents both of the nursing licensing bodies in Ontario: the Registered Nurses Association of Ontario (RNAO) and the Registered Practical Nurses Association of Ontario (RPNAO).

What are the advantages of CELBAN?

the content of the CELBAN is based on the language used in the nursing profession in addition to scores in each of the four language skills, candidates receive feedback regarding their strengths and weaknesses in speaking and writing the speaking assessment is a live interview with two trained assessors

Who can take CELBAN?

The CELBAN is designed for internationally educated nurses who need to meet the English language requirements of the nursing regulatory bodies in Canada.

Although there are no formal language eligibility requirements, the specific language demands of internationally-educated nurses entering the profession in Canada have been determined to be: Speaking: CLB 8; Listening: CLB 9; Reading: CLB 8; Writing: CLB 7.

CELBAN Fees:

  • Complete CELBAN (Listening, Writing, Reading and Speaking) CAN $300.00 plus GST

  • CELBAN Speaking only CAN $185.00 plus GST

  • CELBAN Group test only (Listening, Writing, and Reading) CAN $150.00 plus GST

  • Administration fee for cancellation* CAN $ 25.00 plus GST

  • Administration fee for transfer CAN $ 25.00 plus GST

  • Fee for declined credit card CAN $ 30.00 plus GST

  • Fee for each additional official transcript CAN $ 15.00 plus GST

  • Fee for late registration (registrations received less than 10 working days before test date; late admission will be allowed based on space available) CAN $ 35.00 plus GST

  • Fees must be paid by Certified Cheque, Postal Money Order (made payable to the CELAS Centre) or by credit card (VISA or MASTERCARD). A fee of CAN$ 30.00 (plus GST) will be charged for declined credit cards.

  • The CELAS Centre reserves the right to change fees at any time.

Transfers:

Applicants may transfer their registration fee to the next scheduled test session. They will be charged an administration fee of $25.00 (plus GST) for the transfer. If applicants must be deferred to a second choice of test date or time due to an insufficient number of registrants, no additional fees will be charged. The CELAS Centre reserves the right to close registration prior to the deadline if the session is full. Late registrations will be accepted (up to one week prior to the test date) on a space available basis for an additional fee of $35.00 (plus GST).


Confirmation Letter:

A Confirmation Letter will be sent to each candidate by the CELAS Centre. It will be considered a receipt for CELBAN fee payment. This Confirmation Letter will include the exact date and time of the group test (CELBAN Listening, Writing, and Reading), as well as the exact time and date of the CELBAN Speaking Assessment. CELBAN Speaking Assessments will be scheduled separately, but as close as possible to the time of the group test (CELBAN Listening, Writing, and Reading). This confirmation letter must be presented at the testing site on the day of testing.

How do I get to the St. Charles Young St. Centre?

Driving Directions from Burlington, Oakville or Mississauga:

  • Take the QEW toward Niagara

  • Take the HWY-403 W exit toward HAMILTON / BRANTFORD.

  • Merge onto PROVINCIAL ROUTE 403 W.

  • Take the MAIN ST. / HWY-8 E / RTE-8 E exit.

  • Turn SLIGHT LEFT onto MAIN ST W / PROVINCIAL ROUTE 2 E / PROVINCIAL ROUTE 8 E.

  • Continue to follow MAIN ST W / PROVINCIAL ROUTE 8 E.

  • Turn RIGHT onto JAMES ST S.

  • Turn LEFT onto YOUNG ST. End at 45 Young St

Driving Directions from Grimsby, St. Catharines and Niagara Falls:

  • Take the QEW toward Toronto

  • Merge onto BURLINGTON ST E via EXIT 89.

  • BURLINGTON ST E becomes INDUSTRIAL DR.

  • Turn SLIGHT LEFT onto BURLINGTON ST E.

  • Turn LEFT onto WELLINGTON ST N.

  • Turn RIGHT onto YOUNG ST. End at 45 Young St

 

Driving Directions from Brantford, Woodstock, and London.

  • Take HWY-403 E toward HAMILTON

  • Take the MAIN ST. / HWY-8 E / RTE-8 E exit.

  • Turn RIGHT onto JAMES ST S.

  • Turn LEFT onto YOUNG ST.

  • End at 45 Young St
